ARDEN HILLS PLANNING COMMISSION – August 5, 2020 2 <br /> <br />square foot office and warehousing facility on existing vacant land. The Applicant is also <br />requesting to subdivide the subject parcel into two (2) lots of record. The property is zoned GB, <br />Gateway Business District and is guided as Light Industrial & Office on the Land Use Plan. <br /> <br />Community Development Manager/City Planner Mrosla explained this application requires <br />additional review by Rice Creek Watershed District to resolve wetland concerns that could <br />impact site design. Due to this, this item was not completed in time to be included on the August <br />5, 2020 Planning Commission agenda. Staff requests that the Planning Commission table <br />Planning Case 20-010 until the applicant can resolve the Watershed’s concerns. A motion to <br />table to a future meeting is necessary because this item had already been noticed as a public <br />hearing for this evening prior to it being pulled from the agenda. <br /> <br />Commissioner Lambeth moved, and Commissioner Subramanian seconded a motion to <br />table action on Planning Case 20-010 to a future Planning Commission meeting. A roll call <br />vote was taken. The motion carried unanimously (7-0). <br /> <br />B. Planning Case 20-016; 3235 Lexington Avenue Minor Subdivision Request – Public <br />Hearing <br /> <br />Associate Planner Hartmann stated Todd Hinz of Summit Design – Build LLC (“Applicant”) <br />has submitted a land use application for requested approval of a Minor Subdivision to subdivide <br />an existing single-family lot located at 3235 Lexington Avenue into two (2) conforming single- <br />family residential. The Subject Property is zoned in the R-2, Single and Two Family Residential <br />District and is guided as Low Density Residential in the Land Use Plan. The Minor Subdivision <br />is requested to allow for the subdivision of a single parcel located at 3235 Lexington Avenue into <br />two (2) conforming parcels (Parcel A and Parcel B). Parcel B is expected for the development of <br />a new single-family home. <br />Associate Planner Hartmann reported the subject property is 40,287 square feet or 0.92 acres. <br />The subject property includes an existing single-family detached dwelling that was built in 1946 <br />and an accessory structure. The existing dwelling is connected to City utilities. The future <br />dwelling on Parcel B would also be required to connect to City sewer and water lines as well as <br />install an approved driveway access on Shoreline Lane. <br />Associate Planner Hartmann reviewed the surrounding area, the Plan Evaluation and provided <br />the Findings of Fact for review: <br />1. The property at 3235 Lexington Avenue is located in the LDR – Low Density Residential <br />Land Use District and the R-2 Single Family Residential Zoning District. <br />2. The applicant has submitted an application for a Minor Subdivision to split the existing <br />property into two (2) lots. <br />3. The property is properly guided and zoned for the development of an additional single- <br />family dwelling. <br />4. The request proposes to use the property in a reasonable manner as a single-family <br />dwelling.
