Page 1 of 2 <br /> <br />AGENDA ITEM –1E <br /> <br />MEMORANDUM <br /> <br />DATE: September 21, 2020 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Dave Perrault, City Administrator <br /> <br />SUBJECT: NYFS Funding Discussion <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> $19,778 (2021 request) TBD General Fund <br /> <br />For Council Consideration <br /> <br />Council may consider providing further direction on the status of its contributions to North East <br />Youth and Family Services as part of the 2021 budget. <br /> <br />Background <br /> <br />During its August budget discussion, City Council requested staff bring back additional <br />information regarding the North East Youth and Family Services (NYFS) budget request and <br />how the services are provided to the residents of Arden Hills. A summary of the questions and <br />responses can be found below, as well as, the detailed responses by NYFS attached to this memo <br />(see Attachment A). One other item for Council consideration is whether or not the City would <br />like to make a portion of its CARES funding available to NYFS to help offset additional costs <br />they are incurring due to the COVID-19 pandemic. <br /> <br />Why was there a large increase in the 2021 budget for NYFS? <br /> <br />In the past, the annual increase for NYFS usually matched the CPI; the 2020 increase was 5% <br />more than the CPI. The proposed increase for 2021 for Arden Hills is up $2,389, or fourteen <br />percent, to $19,778 from last year’s $17,389. During preparations for 2021, it became apparent <br />that there was a difference in what each City was paying when looking at it on a per resident <br />basis. NYFS wanted to make it the same for each City based on population. The average each <br />City was paying was $1.75 per resident, Arden Hills was at $1.76 per resident. What NYFS did <br />was apply the average to each City, but then also factored in additional costs due to COVID-19 <br />and civil unrest, and increased each City’s amount to $2.00 per person (had they not factored in <br />COVID and civil unrest costs, the increase would have resulted in adjusting each City to $1.75 <br />and then adding an inflation factor). <br />
