AGENDA ITEM – 1C <br />MEMORANDUM <br />DATE: September 21, 2020 <br />TO: Honorable Mayor and City Councilmembers <br />Dave Perrault, City Administrator <br />FROM: Todd Blomstrom, Public Works Director/City Engineer <br />SUBJECT: Snelling Avenue North and County Road E Intersection <br />Budgeted Amount: Actual Amount: Funding Source: <br />$ 500,000 TBD PIR, State Aid, County, Assessments <br /> (future city road portion estimate) <br />Council Should Consider <br />City Council direction is requested regarding potential improvements to the intersection of <br />Snelling Avenue North and County Road E. <br />Background/Discussion <br />The City Council work session on July 20, 2020 included a discussion of an environmental field <br />investigation for future improvements to Snelling Avenue North. As part of this discussion, the <br />Council requested staff to place an item on a future work session to discuss potential <br />improvements to the intersection of Snelling Avenue North and County Road E. This <br />memorandum summarizes the past traffic study of the intersection and how the proposed <br />roundabout was identified as a recommended improvement. <br />On April 23, 2018, the City Council took two actions related to the intersection of Old Snelling <br />Avenue and County Road E. First, the Council approved a Cooperative Agreement with Ramsey <br />County for a traffic study of the intersection. This agreement stipulated that the City would hire a <br />consultant to study potential intersection improvements. Second, the Council approved a <br />professional services agreement with WSB & Associates to prepare an Intersection Control <br />Evaluation report for the intersection. <br />WSB completed the Intersection Control Evaluation report for the intersection of Old Snelling <br />Avenue and County Road E in November 2018.
