<br /> <br /> <br />COUNTY ROAD E & OLD SNELLING AVENUE ICE PAGE 2 <br />WSB PROJECT NO. 011498-000 <br />CITY OF ARDEN HILLS <br />Introduction <br />The purpose of this report is to evaluate the traffic control and intersection lane geometry <br />necessary for the intersection of County Road E and Old Snelling Avenue in the City of <br />Arden Hills in Ramsey County, Minnesota. This report will document the existing <br />conditions, operations and safety. It will also analyze existing and proposed intersection <br />geometry using projected traffic volumes. <br />Description of Location <br />County Road E is an undivided two-lane arterial roadway at the intersection with Old <br />Snelling Avenue. County Road E begins on the west along the Ramsey County border at <br />NE Stinson Parkway, is interrupted by Tony Schmidt Regional Park, and forms again at <br />the study intersection. County Road E then runs east and turns into Soo Street near I- <br />694. County Road E resumes east of Centerville Road and becomes TH 244 (Wildwood <br />Road) at the Washington County border. County Road E connects the Cities of New <br />Brighton, Arden Hills, and Shoreview, and to the east Vadnais Heights and Gem Lake in <br />Ramsey County. Josephine Road (CSAH 149), which forms the west leg of the study <br />intersection, is an arterial that runs around the north and west sides of Lake Johanna, <br />and eventually becomes Fairview Avenue at County Road D. <br /> <br />Old Snelling Avenue is an undivided two-lane collector roadway at the intersection with <br />County Road E. Old Snelling Avenue begins in the south at Snelling Avenue (TH 51) and <br />terminates to the north at County State-Aid Highway (CSAH) 96. This roadway provides <br />access primarily to residential streets and multiple schools in the City of Arden Hills. Old <br />Snelling Avenue is designated as CSAH 76 to the north of County Road E. <br /> <br />The project location within the context of the surrounding area is represented in Figure <br />1.
