<br /> <br /> <br />COUNTY ROAD E & OLD SNELLING AVENUE ICE PAGE 17 <br />WSB PROJECT NO. 011498-000 <br />CITY OF ARDEN HILLS <br />Alternatives Analysis <br /> <br />Based on field evaluation and observation, the existing geometry and traffic control at the <br />study intersection has poor operation during the afternoon and particularly the p.m. peak <br />hour. Traffic simulation modeling indicates that expected traffic growth at this intersection <br />will result in increasingly poorer operations. The intersection has experienced above <br />average crash and severity rates, and the intersection volumes do not meet traffic signal <br />warrants. Due to these issues, a single-lane roundabout is an appropriate method for <br />providing a safer intersection with improved operation. <br />Conclusion <br /> <br />A roundabout at the intersection of County Road E and Old Snelling Avenue is justified. <br />The intersection currently has an all-way stop control application and currently has <br />significant delays and queuing issues during the PM peak hour. Traffic volumes are <br />expected to increase over the next 20 years and a roundabout will accommodate the <br />higher volumes and provide a safer alternative compared to the existing traffic control.
