Staff is checking with the instructor from last year to determine his <br />availability for returning this winter season. <br /> <br />Requested Council Direction <br />A. Should the City provide outdoor rinks for general skating and hockey this winter? <br />B. Should the City open the warming houses and hire attendants this winter? <br />C. Should the City provide ice skating clinics/lessons and hire an instructor this winter? <br /> <br />2. BEFORE AND AFTER SCHOOL CLASSES <br />The City of Arden Hills typically offers before and after school classes at Valentine Hills and <br />Island Lake Elementary Schools from late January to early April. Approximately three <br />instructors are hired to provide these programs at the two schools, with approximately 60-70 <br />total students participating during the winter season. Classes are typically focused on the <br />following seven activities. <br /> Soccer <br /> Basketball <br /> Lacrosse <br /> Pickleball <br /> Youth Ninja Warrior <br /> Football <br /> Golf <br />The Mounds View School District has indicated that space rentals could be accommodated <br />assuming that school buildings are open for classes. The District is currently implementing <br />distance learning, but anticipates shifting to blended learning on September 21. A portion of the <br />student population will attend school two (2) days per week, with student schedules distributed <br />Mondays through Thursdays, until further notice. It is difficult to predict if the attendance model <br />will need to shift back to distance learning due to COVID transmission rates. <br />Requested Council Direction <br />A. Should the City take registrations for Before and After School Classes, with an understanding <br />that the classes could be cancelled and the blended model may be used throughout the winter <br />season? <br />B. If yes, are there any sports listed above the Council does not support due to COVID social <br />distancing? <br /> <br />3. ONLINE OPPORTUNITIES <br />Staff evaluated the virtual recreation programs offered by the City of Roseville, which appears to <br />have a larger virtual offering compared to other surrounding communities. Roseville is working <br />with three private vendors to provide instructors, curriculum and materials for virtual programs. <br />In general, Roseville is taking registration and guiding customers to these vendors. Past classes <br />included Coding Club (levels 1 – 5), various art camps by KidCreate Studio, dance and music,
