ARDEN HILLS CITY COUNCIL – AUGUST 24, 2020 2 <br /> <br />3. RESPONSE TO PUBLIC INQUIRIES <br /> <br />None. <br /> <br />4. STAFF COMMENTS <br /> <br />A. Rice Creek Commons (TCAAP) and Joint Development Authority (JDA) Update <br /> <br />City Administrator Perrault provided an update on TCAAP stating litigation with Ramsey <br />County was ongoing. <br /> <br />B. COVID-19 Update <br /> <br />City Administrator Perrault provided the Council with an update on how the City was <br />responding to COVID-19. He encouraged residents to visit the City’s website for the most current <br />and up to date information regarding COVID-19. He reported the Minnesota Department of <br />Health and CDC also had websites with current guidelines and recommendations. He explained <br />the City of Arden Hills remains in a peacetime state of emergency and City Hall will remain <br />closed until further notice. He indicated City staff remains operational and can be reached via <br />phone or email. He discussed the services being provided by the Ramsey County Help Team and <br />encouraged those in need to contact Ramsey County for assistance. He reported the City Council <br />would be discussing the establishment of a small business emergency assistance grant program <br />later in this meeting. This program would be funded through CARES Act funds. <br /> <br />C. Transportation Update <br /> <br />Public Works Director/City Engineer Blomstrom provided the Council with an update on the <br />2020 Street Overlay project. He noted paving was scheduled to begin on Monday, August 31st. <br /> <br />Public Works Director/City Engineer Blomstrom provided the Council with an update on the I- <br />35W MNPASS project and noted the ramp for County Road D to southbound 35W would remain <br />temporarily closed through September. <br /> <br />Councilmember Holden asked if Ramsey County would be redoing Lexington Avenue in 2021. <br /> <br />Public Works Director/City Engineer Blomstrom explained a final decision has not been made <br />by the County, but he anticipated this project would be pushed off to 2022. <br /> <br />5. APPROVAL OF MINUTES <br /> <br />A. July 13, 2020, Special City Council Work Session <br />B. July 23, 2020, Special City Council Work Session <br />C. July 27, 2020, Special City Council Work Session <br />D. July 27, 2020, Regular City Council <br /> <br />Councilmember Holmes explained she had a minor correction to the July 27th Regular City <br />Council minutes and noted she discussed this matter with the City Clerk.
