<br />City of Arden Hills <br />City Council Meeting for September 28, 2020 <br />P:\Planning\Planning Cases\2019\19-001 - Brausen - PUD, SP\CC Packet\DA <br /> <br />Page 1 of 2 <br />CONSENT ITEM – 7I <br /> MEMORANDUM <br /> <br />DATE: September 28, 2020 <br />TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator <br /> <br />FROM: Mike Mrosla, Community Development Manager/City Planner <br /> <br />SUBJECT: Planning Case # 19-001 <br /> Applicant: Brausen Family Automotive Repair <br /> Property Location: 1310 W County Road E <br /> Request: Development Contract <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br /> N/A N/A N/A <br /> <br /> <br />Council Should Consider the Following <br /> <br />Motion to approve the Development Agreement with Brausen Family Automotive Repair, based <br />on the City Council approval of Planning Case 19-001 and 19-021. <br /> <br />Background <br /> <br />At its June 24, 2019 meeting, the City Council reviewed and approved a Land Use Application for <br />a Final Planned Unit Development (PUD) and Site Plan Review at Brausen Automotive Repair. <br />At that time, the Applicant proposed to demolish the exiting service station, and an associated <br />carwash. The structures would be replaced with a new 7,978 square foot convenience store and a <br />1,600 square foot carwash. In addition, the applicant is proposing a 4,505 square foot garage and <br />repair bay addition. During the PUD process the Applicant received approval for the general site <br />design, building architecture and materials, parking, carwash access, stormwater ponding, <br />landscaping and lighting. <br /> <br />After receiving their approvals, the Applicant submitted application for an amended PUD to <br />modify the approved building architecture and materials. The intent of the modifications were to <br />better blend the existing repair garage façade with the proposed additions. However, in order to <br />incorporate the existing repair garage into the design the Applicant requested the flexibility to <br />utilize pre-cast panels on the proposed carwash and repair garage additions. City Code section <br />1325.05 subd. 7, (D) (3) section below depicts pre-cast panels as an undesirable material. The
