Page 1 of 2 <br /> <br />CONSENT ITEM – 7E <br /> <br />MEMORANDUM <br /> DATE: September 28, 2020 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator <br /> <br />FROM: Todd Blomstrom, Public Works Director/City Engineer <br /> <br />SUBJECT: Resolution 2020-043 Authorizing Application to MnDOT Standalone Noise Barrier <br />Program <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> $ 0 $162,400 PIR Fund <br /> (Estimated City Cost) <br /> <br /> <br />Council Should Consider <br /> <br />The City Council is requested to consider adoption of Resolution 2020-043 authorizing an <br />application to the MnDOT Metro Standalone Noise Barrier Program. <br /> <br />Background/Discussion <br /> <br />The City Council work session on July 27, 2020 included a discussion of a potential application to <br />the MnDOT Standalone Noise Wall program for the segment of Trunk Highway 10 from County <br />Road 96 to Wedgewood Circle. Council consensus was to direct staff to prepare an application to <br />MnDOT for this segment prior to the end of 2020. <br /> <br />The MnDOT Metro Standalone Noise Wall program is a solicitation-based process where cities <br />submit applications to be considered for noise wall funding. The program provides funding for <br />construction of noise barriers along state highways in areas where no noise abatement measures <br />currently exist and no major construction projects are currently programmed. MnDOT Metro has <br />set aside approximately $2 million per year to fund this program, which typically would fund <br />construction for one or two noise wall sites per year. <br /> <br />MnDOT is currently seeking applications for potential noise wall projects in fiscal year 2025. <br />MnDOT will conduct a noise analysis for applications received and rank applications based on <br />existing noise levels, length of barrier, number of benefited homes, and cost effectiveness of a <br />noise barrier. Selected projects will be announced in the spring of 2021.
