ARDEN HILLS CITY COUNCIL—AUGUST 24, 2020 2 <br /> 3. RESPONSE TO PUBLIC INQUIRIES <br /> None. <br /> 4. STAFF COMMENTS <br /> A. Rice Creek Commons (TCAAP) and Joint Development Authority (JDA) Update <br /> City Administrator Perrault provided an update on TCAAP stating litigation with Ramsey <br /> County was ongoing. <br /> B. COVID-19 Update <br /> City Administrator Perrault provided the Council with an update on how the City was <br /> responding to COVID-19. He encouraged residents to visit the City's website for the most current <br /> and up to date information regarding COVID-19. He reported the Minnesota Department of <br /> Health and CDC also had websites with current guidelines and recommendations. He explained <br /> the City of Arden Hills remains in a peacetime state of emergency and City Hall will remain <br /> closed until further notice. He indicated City staff remains operational and can be reached via <br /> phone or email. He discussed the services being provided by the Ramsey County Help Team and <br /> encouraged those in need to contact Ramsey County for assistance. He reported the City Council <br /> would be discussing the establishment of a small business emergency assistance grant program <br /> later in this meeting. This program would be funded through CARES Act funds. <br /> C. Transportation Update <br /> Public Works Director/City Engineer Blomstrom provided the Council with an update on the <br /> 2020 Street Overlay project. He noted paving was scheduled to begin on Monday, August 31Sc <br /> Public Works Director/City Engineer Blomstrom provided the Council with an update on the I- <br /> 35W MNPASS project and noted the ramp for County Road D to southbound 35W would remain <br /> temporarily closed through September. <br /> Councilmember Holden asked if Ramsey County would be redoing Lexington Avenue in 2021. <br /> Public Works Director/City Engineer Blomstrom explained a final decision has not been made <br /> by the County, but he anticipated this project would be pushed off to 2022. <br /> 5. APPROVAL OF MINUTES <br /> A. July 13, 2020, Special City Council Work Session <br /> B. July 23, 2020, Special City Council Work Session <br /> C. July 27, 2020, Special City Council Work Session <br /> D. July 27, 2020, Regular City Council <br /> Councilmember Holmes explained she had a minor correction to the July 271h Regular City <br /> Council minutes and noted she discussed this matter with the City Clerk. <br />
