ARDEN HILLS CITY COUNCIL—AUGUST 24, 2020 4 <br /> Associate Planner Hartmann reported Todd Hinz of Summit Design—Build LLC ("Applicant") <br /> has submitted a land use application for a Minor Subdivision to split an existing single-family lot <br /> located at 3235 Lexington Avenue into two (2) conforming single-family residential parcels. The <br /> Subject Property is zoned in the R-2, Single and Two Family Residential District and is guided as <br /> Low Density Residential in the Land Use Plan. The Minor Subdivision is requested to allow for <br /> the subdivision of a single parcel located at 3235 Lexington Avenue into two (2) conforming <br /> parcels (Parcel A and Parcel B). Parcel B is expected for the development of a new single-family <br /> home. Staff commented further on the request, reviewed the Findings of Fact and reported the <br /> Planning Commission recommended approval with conditions. <br /> Councilmember Holden stated she had concerns with the drainage for these properties. She <br /> questioned how the drainage would be addressed. <br /> Community Development Manager/City Planner Mrosla reported a grading plan would be <br /> reviewed by staff when a building permit application was requested to the City. <br /> Councilmember Holmes requested staff address the fact that Shoreline Lane would only go <br /> across less than half of the newly created lot and asked if this would be a concern for emergency <br /> vehicles. <br /> Community Development Manager/City Planner Mrosla explained the proposed plan has been <br /> reviewed by the Lake Johanna Fire Department and there were no concerns. It was noted there <br /> was a fire hydrant directly across the street from this lot. <br /> Public Works Director/City Engineer Blomstrom commented City right-of-way extends in <br /> front of this lot but noted the City does not have an intention of extending this roadway. <br /> Councilmember Holmes commented Shoreline Lane was a small concrete street. She questioned <br /> if any damage was done to this street if this damage would be assessed to the property owner. <br /> Community Development Manager/City Planner Mrosla indicated this was the City's practice <br /> and would be included in an escrow provided via the building permit. <br /> Councilmember Holden inquired when the City would consider extending the street. <br /> Community Development Manager/City Planner Mrosla commented this could be considered <br /> during the minor subdivision phase, but explained a roadway extension was not required at this <br /> time. <br /> Councilmember Holden asked what would happen if the driveway had to be relocated on the <br /> new lot for some reason which required the street to be extended. She stated she wanted to be <br /> assured that the City was covered regarding this matter. <br /> Public Works Director/City Engineer Blomstrom explained Condition 12 could be added <br /> stating: Should the street need to be extended the cost would be 100% the responsibility of the <br /> applicant. <br />
