ARDEN HILLS CITY COUNCIL—AUGUST 24, 2020 7 <br /> Councilmember McClung commented he supported staff sending letters to the local businesses <br /> regarding the grant program. He asked how quickly staff could have a letter drafted and in the <br /> mail. <br /> Community Development Manager/City Planner Mrosla reported he could have a letter in the <br /> mail by Wednesday or Thursday of this week. <br /> Councilmember Holden questioned if there would be a way for staff to verify if businesses have <br /> already received other grants or Paycheck Protection Program. She stated she wanted the City's <br /> grant funds to go to the businesses that were truly in need. <br /> Community Development Manager/City Planner Mrosla reported as part of the application <br /> process, the applicants are asked to submit information regarding other grants they have received, <br /> whether approved or denied. He explained the City understood that businesses may have applied <br /> for multiple grants at one time and may not have heard back on these grants. He noted the City <br /> would do its best to take this information into consideration. <br /> MOTION: Councilmember Holden moved and Councilmember McClung seconded a <br /> motion to adopt Resolution #2020-035 — Establishing a Small Business <br /> Emergency Assistance Grant Program in Response to COVID-19. A roll call <br /> vote was taken. <br /> Councilmember Scott commented this grant would not replace lost revenue but rather would <br /> assist with COVID-19 related expenses. <br /> Community Development Manager/City Planner Mrosla reported this was the case. <br /> The motion carried (5-0). <br /> B. Discussion of a Chicken Ordinance <br /> Councilmember McClung stated he has heard from a lot of residents that would like to provide <br /> public input on this topic. He recommended the Council consider a restrictive Ordinance such as <br /> Bloomington or Shoreview with respect to chickens. He suggested a public input meeting be held <br /> in order to gain additional feedback from Arden Hills residents. <br /> Councilmember Holmes agreed stating she had received a great deal of feedback from the public <br /> regarding chickens. She suggested a public hearing or forum type meeting be held in order to <br /> gather this input. <br /> Mayor Grant stated the Council was split on this matter. <br /> Councilmember Holden suggested the Council discuss a potential chicken Ordinance further at <br /> the next work session. <br /> Councilmember Scott commented he was willing to listen to additional discussion on this topic. <br />
