Page 1 of 2 <br /> <br /> AGENDA ITEM – 1F <br /> <br />MEMORANDUM <br /> <br /> <br />DATE: October 19, 2020 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator <br /> <br />FROM: Mike Mrosla, Community Development Manager/City Planner <br /> Joe Hartmann, Associate Planner <br /> <br />SUBJECT: Planning Commission - Zoning Approvals and Plan Review Guide <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> N/A N/A N/A <br /> <br /> <br />Council shall consider <br /> <br />The City Council is asked to provide staff feedback and direction on the Planning Commission - <br />Zoning Approvals and Plan Review Guide. <br /> <br />Background <br /> <br />At a previous meeting, the City Council directed staff to create a checklist to assist Planning <br />Commissioners in their review of planning cases. The document started out as a detailed <br />checklist similar to what staff uses to review planning cases. Staff and Councilmember Holmes <br />reviewed the checklist document and determined that the document should be more of a guide to <br />assist commissioners in their review. Staff revised the document to make it broader and more <br />informational. Staff also added questions that the Commissioners should ask themselves when <br />reviewing submittal documents and plans. Staff provided a draft document to Commissioners in <br />May 2020 and received good feedback. Recently staff met the Commission Liaison <br />Councilmember Scott to discuss the document further. Councilmember Scott recommended <br />adding information on zoning approvals. Staff added information on the different types of <br />zoning permits and approvals. <br /> <br />Additionally, Council recommended staff offer the Planning Commission additional training <br />opportunities. Staff will start offering Planning Commissioners monthly training opportunities. <br />The new training opportunity will be provided on all future Planning Commission agendas. The <br />training will range from suggested readings to paid training opportunities. <br /> <br />
