We recommend the <br />RCWD continue coordination with the City to further develop an allocation of project cost to <br />benefitting parties, financing of the project, mechanisms for developing funding, and project <br />responsibilities. These can be documented within a Memorandum of Understanding between the City <br />and the RCWD <br />PROJECT TIMELINE <br />The RCWD understands that project re-development in the adjacent properties to RCD 4 has <br />recently accelerated, and that construction on one or more of these properties may begin as early as
