The Minnesota Department of Transportation in 2013 <br />correspondence with the District noted that rural-section highways have a lower percentage of <br />impervious surface area in the right-of-way, than curb and gutter section streets. To reflect this <br />difference, we recommend that rural-section roads and highways land use be assigned a lower <br />impervious percentage (50%) in determining the charges.
