Page 1 of 3 <br /> <br />AGENDA ITEM – 1C <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />October 19, 2020 <br />TO: Honorable Mayor and City Councilmembers <br />Dave Perrault, City Administrator <br />FROM: Gayle Bauman, Finance Director <br />SUBJECT: Recreation Programs discussion <br /> <br />Budgeted Amount: <br /> <br />Actual Amount: <br /> <br />Funding Source: <br />N/A N/A General Fund <br /> <br />Council Should Consider <br />The City Council may consider providing feedback or further direction on user charges, wage <br />allocations and the use of property tax dollars for Recreation Programs. <br /> <br />Background <br />It was requested of Staff to provide information on Recreation Programs related to the percentage <br />of costs being covered by revenues. At the January 21, 2020, council work session, staff provided <br />information related to historical methodologies, financial transactions and comparables from other <br />cities. The direction from that meeting was for staff to meet with the Financial Planning and <br />Analysis Committee (FPAC) to look at all the factors related to Recreation Programs and develop <br />a recommendation on what percentage of costs should be covered by user fees. <br /> <br />Discussion <br />The first meeting with FPAC was February 25, 2020. A significant amount of information was <br />reviewed at this meeting related to revenues, participation, local and national trends, class offerings, <br />personnel allocations and job descriptions. There was discussion on the change in demand for <br />different types of programs and how all communities are struggling. Concern was raised over the <br />increase in the allocation of full time personnel costs to Recreation Programs beginning in 2015. It <br />was requested that city staff review the job descriptions and report back on where the allocations <br />should be based on current workload and where they would like the job descriptions and allocations <br />to be in an ideal situation. The fee schedule could not be discussed until there was a handle on <br />personnel allocations. <br /> <br />FPAC met again on August 6, 2020, via Zoom. An approximate estimate of time spent on different <br />job duties by the Recreation Coordinator and Recreation Programmer was provided by the Public <br />Works Director. FPAC members commented that this breakdown made it much clearer to <br />understand where staff time was being spent. The allocation being utilized since 2018 is:
