The proposed project <br />may provide benefits to several specific entities, including: <br />x the Rice Creek Watershed District (RCWD), <br />x the City of Roseville (City), <br />x landowners adjacent to the project, and <br />x landowners draining to the RCD 4 public drainage system. <br />The benefits of replacing the ditch with a pipe include: <br />x reduced repair and maintenance costs associated with the open channel; <br />x water quality improvements such as the reduction in downstream sediment delivery and <br />subsequent reduction in maintenance at a District facility (Oasis Pond); <br />x increasing land area available for higher value land uses; and <br />x upstream floodplain reduction. <br />This memo includes an analysis for both initial construction and life cycle costs as well as benefits of <br />the project. The total and relative benefits for each benefitting entity determined within this <br />memorandum may be used by the RCWD and City to inform decisions regarding the allocation of <br />project costs should they proceed with the project. This memorandum also includes a potential <br />timeline for completing the project work. <br /> Attachment C
