Page 1 of 2 <br />DATE:October 12, 2020 <br />TO:Honorable Mayor and City Councilmembers <br />Dave Perrault, City Administrator <br />FROM:Julie Hanson, City Clerk <br />SUBJECT:2021-2026 Elections Administration Contract with Ramsey County Elections <br />Budgeted Amount: Actual Amount: Funding Source: <br />$27,400 (2021) $27,400 (2021) General Fund <br />Council Should Consider <br />The Council should consider approving the attached contract for election administration services <br />with Ramsey County Elections for the years 2021-2026. <br />Background <br />Following City Council approval, the City of Arden Hills entered into its first contract agreement <br />(2012-2016) with Ramsey County Elections for the administration of elections on behalf of the <br />City. In 2016, the City Council extended the contract for an additional four years (2017-2020). <br />The current contract with Ramsey County Elections is set to expire on December 31, 2020. <br />Ramsey County Elections has provided the next contract installment which provides for election <br />administration services for six years (2021-2026). Attached is a copy of said agreement. <br />According to the terms of the contract, costs for election administration services will increase by <br />approximately $7,830 a year for the first two years (2021 and 2022). This was previously noted <br />in the preliminary budget proposed to the Council in August. For contract years 2023/2024 and <br />2025/2026, Ramsey County Elections will provide the final cost estimate to the participating <br />cities by April of the preceding year (2022 and 2024 respectively). It should be noted that if the <br />Council found the future contract increases unacceptable, it would have the option to terminate <br />the contract for the following year no later than June 1st in the respective year. <br />With the expansion of both no-excuse absentee voting and mail-in ballots, the manpower needed <br />to properly administer the election process has grown significantly; to illustrate this trend, the <br />County has accepted 63,388 mail-in ballots as of October 7, 2020, versus 24,892 cast in-total for <br />CONSENT ITEM – 6C <br />MEMORANDUM
