1 <br /> <br />DATE: November 9, 2020 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Dave Perrault, City Administrator <br /> <br />SUBJECT: Resolution 2020-057 Indicating the City of Arden Hills’ Intent to Withdraw <br />from the Super Rink Agreement <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br /> <br />Council Should Consider <br /> <br />The Council should consider approving resolution 2020-057 indicating the City of Arden Hills’ <br />intent to withdraw from the Master Agreement with the MASC for the construction and <br />financing of the Super Rink. <br /> <br />Overview <br /> <br />In 1997 the City of Arden Hills, along with three neighboring cities and Ramsey County, entered <br />into a Master Agreement with the Minnesota Amateur Sports Commission (MASC) for the <br />construction and financing of the Super Rink at the National Sports Center in Blaine. These <br />same entities entered into a Supplemental Agreement with the Mounds View and Irondale Youth <br />Hockey Associations to help insure that the ongoing financial obligations for the purchase of ice <br />time were met. These 25 year-old agreements will be ending on December 31, 2023 and the <br />MASC is now seeking a commitment from the cities and Ramsey County on whether we want to <br />remain in the consortium. The cities of Shoreview and Mounds View have already voted to <br />withdraw and it is expected New Brighton will approve a similar resolution shortly. <br /> <br />Background <br /> <br />The cities of Shoreview, Arden Hills, Mounds View, and New Brighton (SAMN), and Ramsey <br />County entered into a Master Agreement with the Minnesota Amateur Sports Commission <br />(MASC) for the construction, financing, and operation of the Super Rink at the National Sports <br />Center in Blaine. The Super Rink is a four sheet ice complex (later expanded to eight rinks) at <br />the National Sports Center in Blaine that is operated by the Minnesota Amateur Sports <br />Commission. Since none of these four cities were in the ice arena business, Ramsey County also <br />CONSENT ITEM – 6H <br /> <br /> MEMORANDUM <br />
