<br />To view the final document, access adopted Resolutions via Arden Hills Public Laserfiche Weblink by visiting cityofardenhills.org and clicking on Archived Documents under Helpful Links on our main webpage. <br /> <br /> <br />CITY OF ARDEN HILLS <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA RESOLUTION NO. 2020-057 <br /> <br />RESOLUTION INDICATING THE CITY OF ARDEN HILLS’ INTENT <br />TO WITHDRAW FROM THE SUPER RINK AGREEMENT <br />WHEREAS, In 1997 the Cities of Shoreview, Arden Hills, Mounds View, and New <br />Brighton, and Ramsey County entered into a master agreement with the Minnesota Amateur Sports <br />Commission (MASC) for the construction and financing of the Super Rink located at the National <br />Sports Center; and <br />WHEREAS, the agreement was for a period of approximately 25 years to coincide with <br />the term on the bonds used to finance the construction of the Super Rink; and <br />WHEREAS, the four cities and Ramsey County also entered into a supplemental <br />agreement with the Mounds View and Irondale Youth Hockey Associations to further define the <br />rights and obligations related to the future financial responsibilities of the parties: and <br />WHEREAS, the current master agreement is scheduled to end on December 31, 2023, <br />and it is important to plan for future operations of the Super Rink facility; and <br />WHEREAS, the Super Rink has been a tremendous success and has managed to operate <br />without the need for supplemental financial assistance from the parties privy to the agreement <br />throughout its 22 years of operation; and <br />WHEREAS, there are significant deferred maintenance and upgrades needed at the Super <br />Rink including new refrigeration system, replacement of the dasher boards, scoreboards, sound <br />systems, as well as upgrades to the locker rooms and common areas; and <br />WHEREAS, it is not possible for the Super Rink to continue operating without these <br />necessary replacements to the rink; and <br />WHEREAS, the MASC wants to identify future partners that will assist in financing these <br />necessary capital improvements; and <br />WHEREAS, the cities of Shoreview, Arden Hills, Mounds View, and New Brighton have <br />never been involved in the operation and management at ice arenas in their communities; and <br />WHEREAS, it is in the best interests of these four cities and Ramsey County to withdraw <br />from the Master Agreement with the MASC for the construction and financing of the Super Rink <br />when it expires on December 31, 2023; and
