Page 1 of 3 <br /> <br /> AGENDA ITEM – 1D <br /> <br />MEMORANDUM <br /> <br />DATE: November 16, 2020 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator <br /> <br />FROM: Julie Hanson, City Clerk <br /> <br />SUBJECT: Draft 2021 Fee Schedule <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> $ $ $ <br /> <br />Council Should Consider <br />Council should consider providing feedback on the proposed 2021 draft fee schedule; potential <br />options could include inflationary increases or making other considerations due to the COVID- <br />19 pandemic. <br /> <br />Background/Discussion <br />The City Council annually establishes a fee schedule for administrative, building construction, <br />liquor licensing, copying of maps and ordinances, park and recreation facility usage, planning <br />and zoning, utilities, business licenses, utility fees, and other miscellaneous permits and penalties <br />that are enforced by the City. <br />Below is a recap of the fee schedule changes in 2020: <br />• Building permit fees – fees were based on 2019 Minnesota State Statute 326B.153. Other <br />changes included implementing various escrow fees to cover multiple inspections. <br />Created a new Temporary Certificate of Occupancy escrow fee. Began collecting <br />payment equaling half of the plan review fee for commercial building permits at time of <br />permit submittal (non-refundable). <br />• Plumbing and mechanical permit fees –increased minimum permit fees. <br />• Electrical permit fees – increased by Pete Tokle (for all of his contracted cities). <br />• Parks and Recreation – increased fees to various field rentals and the resident picnic <br />pavilion rental. Clarified language for non-public use rental hours. Clarified time slots for <br />pavilion and shelter fees and rentals. Increased garden plot fees. City Hall room rental <br />hours more clearly defined and damage deposit was increased. <br />• Public Works/Engineering – a new section for right-of-way and erosion control permit <br />fees was added.
