Page 3 of 3 <br /> <br />Liquor license and tobacco fee information was gathered from Mounds View, New Brighton, <br />Little Canada, Vadnais Heights, Shoreview and Roseville. <br /> <br />Staff is requesting Council provide direction with consideration of the below potential options: <br /> <br />1. Potential increase of some fees due to inflation (approximately 1.5%). <br />2. Make other considerations due to COVID-19 hardships. <br />3. Consider directing staff to gather additional information in 2021 for possible <br />implementation in 2022 that would include changing from separate fees that are related to <br />a business type to a flat fee for all businesses not regulated by the State, including those <br />currently only registered and not paying a fee (business licenses). <br /> <br />A few items to note ~ of the 16 cities in the business license comparison, Roseville is the only <br />other city to charge a yearly sign renewal fee; 4 other cities charge a separate fee for restaurants; <br />and Arden Hills is the only city that separates retail from other business types and charges for <br />bulk fuel storage, grocery stores and drive-thrus. <br /> <br />For reference, there were 70 business licenses with fees* issued in the 2020 renewal cycle <br />(October 2019 – present) for a total revenue of $9,787, and 85 additional business being <br />registered with no fee. There was a total of $3,800 collected for permanent sign renewals from <br />93 businesses. It should be noted that some businesses are licensed in more than one area such <br />as Restaurant and Retail and some businesses are registered with no fee but pay for Permanent <br />Sign Renewal. <br /> <br />*The following businesses are NOT included in the above numbers as some, but not all, are <br />regulated in part by the State: Charitable Gambling Permits, Liquor Licenses, Massage <br />Therapists, Massage Therapist Establishments, Mobile Food Units-Food Trucks, <br />Peddlers/Solicitors, Tobacco Sales (illegal sales was increased in 2019 but the permit fee has <br />remained the same), Tree Service and Waste/Recycle Haulers. <br /> <br /> <br />Utility Use Charges (Sec. XIV) <br />Staff proposes a 3% increase to water, 6.5% increase to sewer, 3% increase to surface water <br />charges and 3% to the standby charge. An explanation for these proposed increases is included in <br />the 2021 budget agenda item (item 1C). <br /> <br /> <br />Recycling Fee (Sec. XV) <br />Staff will provide a resolution regarding recycling fees to the City Council for consideration and <br />formal approval at its November 23, 2020 meeting. The proposed change includes increasing <br />the residential parcel with curbside recycling service from $53.00 to $57.50 (annually).
