<br /> <br />Feasibility Report Page 17 <br />Snelling Avenue North and County Road E - Street and Utility Improvements <br />City Project Number PW 20-0100 DRAFT <br />4. PUBLIC INVOLVEMENT <br /> <br />A public open house meeting was conducted on October 17, 2019 at Arden Hills City Hall to <br />present information on the proposed improvements to Snelling Avenue North, potential <br />pedestrian trail improvements, and potential intersection improvements at County Road E. An <br />invitation letter was mailed to 240 properties near the project corridor for the open house <br />meeting. The meeting was attended by approximately 50 to 60 people. <br /> <br />The open house included stations where residents could review schematic drawings of the <br />proposed road improvements, pedestrian trail option and layout of the potential roundabout <br />intersection improvements. Residents asked questions of staff and provide comments regarding <br />the project. The most common comments included the following items. <br /> Roadway pavement is highly deteriorated and needs to be improved. <br /> Concerns regarding speeding traffic and a desire to lower the speed limit <br /> Concerns or objections to the proposed roundabout <br /> Concerns for pedestrian safety along the corridor <br /> Concerns with traffic stacking west of the traffic signal at County Road E and Highway <br />51 interchange. <br /> <br />City staff distributed comment cards during the meeting to allow residents to provide additional <br />written comments regarding the project. The City received 13 comment cards and one letter, <br />which are provided in Appendix J. <br /> <br />A subsequent letter was mailed to residents on November 4, 2019 notifying residents of the <br />planned change in delivery schedule from 2021 to 2022 due to Ramsey County changing the <br />construction schedule for Lexington Avenue from 2020 to 2021. A copy of this letter is included <br />in Appendix J. <br /> <br />Based on direction from the City Council regarding the results of this feasibility study, additional <br />information would be shared with residents through mailed letters, emails, social media and <br />informational updates on the City’s website. <br />
