MN, MI, IN, ND) <br /> <br />DATE: October 7, 2020 <br /> <br />RE: Old Snelling Avenue Geotechnical Recommendations <br /> SEH No. 152489 14.00 <br /> <br /> <br />The purpose of this memorandum is to document the results of the subsurface investigation and provide <br />geotechnical recommendations for the Old Snelling Avenue reconstruction project in Arden Hills, <br />Minnesota. The following paragraphs discuss the project background, subsurface investigation, existing <br />pavement conditions, existing subsurface conditions, groundwater conditions, and geotechnical <br />recommendations for design and construction of the project. <br />PROJECT BACKGROUND <br />The project is located along Old Snelling Avenue between Snelling Avenue N (TH 51) and County Road <br />E (CSAH 15/149) in Arden Hills, Minnesota. The project consists of reconstructing the existing street. It is <br />assumed that the roadway will consist of Hot Mixed Asphalt (HMA). In addition to the roadway, the project <br />may include construction of a storm sewer system as well as watermain and sanitary sewer work. <br />GEOTECHNICAL INVESTIGATION <br />Subsurface Investigation <br />The subsurface investigation for this project was performed by Northern Technologies, LLC (NTI) of Inver <br />Grove Heights, Minnesota. The drilling program for the subsurface investigation and laboratory testing <br />program were developed by SEH geotechnical staff. The geotechnical data report (GDR) No. <br />19.MSP09107.000 prepared by NTI dated November 7, 2019 for the subsurface investigation is attached <br />to this memorandum. The subsurface investigation consisted of fifteen (15) SPT soil borings using a <br />hollow stem auger and standard penetration test (SPT) sampling every 2.5 feet along the existing streets <br />and at Freeway Park located in the southeast quadrant of the Old Snelling Avenue and County Road E <br />(CSAH 15) intersection. The borings terminate at a depth of 14.5 feet. Laboratory tests consist of <br />moisture content tests, Atterberg Limits tests, and mechanical sieve tests, and R-Value tests. <br />PAVEMENT CONDITIONS <br />Existing pavement measured during the subsurface investigation was identified as bituminous over <br />aggregate base in borings B-1 through B-13. Borings B-1 through B-7 and B-11 encountered bituminous <br />pavement under the aggregate base. Table 1 summarizes the pavement thicknesses measured at each <br />boring. The total pavement section (including aggregate base) thickness varies between 17 to 29 inches <br />and the average thickness is 24 inches.
