Page 1 of 2 <br /> <br /> <br /> <br />AGENDA ITEM – 1F <br /> <br />MEMORANDUM <br /> <br />DATE: December 21, 2020 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Dave Perrault, City Administrator <br /> <br />SUBJECT: Council Participation and Hiring Process <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> N/A N/A N/A <br /> <br />For Council Consideration <br /> <br />The Council may provide further direction on the Council’s role in the interview process during <br />the recruitment process of a new employee. <br /> <br />Background <br /> <br />The Personnel Committee requested the City Council discuss the role of the Council during the <br />recruitment process for new employees, specifically whether or not the Council should sit in on <br />interviews. The City is a Plan A city, which means Council retains ultimate authority when it <br />comes to the hiring process, although some parts are delegated to staff. The current process is <br />staff will lay out a proposed hiring process when requesting authorization to begin the <br />recruitment process, an example of the recent search for a Communications Coordinator is <br />attached (see Attachment A). Typically, the Council is only involved in the interview process for <br />Department Head level and above positions; however, the Council could pass a policy that would <br />outline when and how Council will be involved in the interview process or Council could amend <br />proposed authorizations to post on a case-by-case basis. <br /> <br />The most recently approved hiring and termination policy is attached (see Attachment B); should <br />Council want to formally amend that policy and add language regarding Council attending hiring <br />interviews, Council should provide direction on: <br /> <br />• What is its role in the interview? <br />o Official scorer or just to listen
