The City Council will consider at a future date on how to best move
forward with filling the position longer-term, however, it is recommended the City Council
appoint David Swearingen to fill the duties of the Public Works Director at least in the short-
term. Note, this is only for Public Works Director functions. The City will need to utilize a
consultant for official City Engineering work, as well as, other technical work as needed. The
consultant is required as Mr. Swearingen does not yet possess his P.E. license, which would be
required to be the Engineer of Record for the City. An approval for consultant services will be
presented to Council as a separate approval.
