CONSENT ITEM – 6J

MEMORANDUM

DATE: February 8, 2021

TO: Honorable Mayor and City Councilmembers

FROM: Dave Perrault, City Administrator

SUBJECT: Appointment of Interim Public Works Director

Budgeted Amount: Actual Amount: Funding Source:
$N/A $N/A N/A

Council Should Consider

Motions to approve, table, or deny the following:

• Appoint David Swearingen to the position of Interim Public Works Director with an
additional interim pay of 10% of his normal salary during the interim period.

All items need a simple majority for action unless otherwise noted.

Background

The City has a vacancy for its Public Works Director/City Engineer following the resignation of
its previous director. The City Council will consider at a future date on how to best move
forward with filling the position longer-term, however, it is recommended the City Council
appoint David Swearingen to fill the duties of the Public Works Director at least in the short-
term. Note, this is only for Public Works Director functions. The City will need to utilize a
consultant for official City Engineering work, as well as, other technical work as needed. The
consultant is required as Mr. Swearingen does not yet possess his P.E. license, which would be
required to be the Engineer of Record for the City. An approval for consultant services will be
presented to Council as a separate approval.
