Page 1 of 2 <br /> <br />DATE: February 8, 2021 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />David Perrault, City Administrator <br /> <br />FROM: David Swearingen (EIT), Assistant City Engineer <br /> <br />SUBJECT: Resolution Approving Plans & Specifications and Order Advertisement for Bids <br />Hamline Avenue and Shorewood Drive Improvements <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br />$210,000 <br />(2021 CIP) <br />$235,000 <br />(Pre-bid Estimate) PIR, Ramsey County and Surface <br />Water Management <br /> <br />Council Should Consider <br /> <br />The City C ouncil is requested to consider adoption of Resolution 2021-006 Approving Plans and <br />Specifications and Ordering Advertisement for Bids for the Hamline Avenue and Shorewood <br />Drive Improvement Project. <br /> <br />Background/Discussion <br /> <br />The 2021 – 2025 Capital Improvement Program identifies pedestrian crosswalk improvements <br />along Hamline Avenue and drainage improvements along Shorewood Drive, with both projects <br />scheduled for construction in the year 2021. The City Council authorized preparation of <br />construction plans in February 2020 and had subsequent discussions regarding the project in <br />September 2020 and December 2020. <br /> <br />The proposed project includes installation of raised center medians along Hamline Avenue at <br />Wyncrest Court and south of Indian Oaks Circle to provide safety improvements for pedestrians <br />crossing a roadway with an average traffic volume of 10,000 vehicles per day and a posted speed <br />limit of 40 mph. The project also includes drainage improvements along Shorewood Drive to <br />address a local flooding issue that has persisted for several years. <br /> <br />The project plans and specifications are prepared and the project is ready for solicitation of <br />construction bids. Adoption of Resolution 2021-006 will approve the plans and specification and <br />order bid advertisement for the Hamline Avenue and Shorewood Drive Improvements project. <br />Bids would be received on March 17, 2021, and presented to the City Council on March 22, <br />CONSENT ITEM – 6D <br /> MEMORANDUM <br />
