Page 1 of 2 <br /> <br />DATE: February 22, 2021 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />David Perrault, City Administrator <br /> <br />FROM: David Swearingen, Interim Public Works Director <br /> <br />SUBJECT: Resolution Approving Plans & Specifications and Order Advertisement for Bids <br />Karth Lake Runoff Control Project <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br />$180,000 <br /> <br />$171,000 <br />(Pre-bid Estimate) Surface Water Management (50%) <br />RCWD Grant (50%) <br /> <br />Council Should Consider <br /> <br />Motions to approve, table, or deny the following: <br /> <br />• Resolution 2021-010 Approving Plans and Specifications and Ordering Advertisement <br />for Bids for the Karth Lake Runoff Control Project. <br /> <br />All items need a simple majority for action unless otherwise noted. <br /> <br />Background/Discussion <br /> <br /> On March 23, 2020, the City Council approved a grant agreement with the Rice Creek <br />Watershed District for the Karth Lake Runoff Control project. The purpose of this project is to <br />address excessive erosion near the south end of Karth Lake caused by runoff from adjacent land <br />uses. Urban runoff is currently being directed down a steep slope to a city trail along the southern <br />boundary of Cummings Park. The grant agreement provides 50% funding from RCWD for the <br />project, up to a maximum amount of $90,000. <br /> <br />On April 27, 2020, the City Council approved Professional Services Agreement with Ulteig <br />Engineering to complete project design, project manual, easement documents and construction <br />administration. The project has since reached 100% design and is ready for solicitation of bids to <br />construct during the 2021 construction season. <br /> <br />CONSENT ITEM – 6D <br /> MEMORANDUM <br />
