A concept review is considered advisory and is <br />nonbinding to the City and Applicant (Section 1320.14, Subd 4 of the Zoning Code). A formal <br />application will be subject to the full review process, including a public hearing with Planning <br />Commission and City Council review. The Applicant is seeking feedback from the City Council <br />on the concept plan. <br /> <br />Background <br /> <br />Chick-fil-A, Inc. (“Applicant”) has submitted an application for Concept Plan Review, proposing <br />to redevelop a 1.535-acre parcel located at 3855 Lexington Avenue. The site is currently developed <br />with an approximate 6,131 square foot restaurant building and associated parking lot. The <br />applicant is proposing to raze the building and redevelop the site with a new single story 4,995 <br />square foot free-standing restaurant, dual drive-thru facility with free-standing canopies, 50-stall <br />parking lot, and associated utilities. The property is currently zoned B-3 (Service Business <br />District), which permits restaurants with drive-thru facilities via a Conditional Use Permit. <br />Although operating hours have not yet been defined, many Chick-fil-A restaurants are generally <br />open Monday through Saturday, from 6:00 AM to 10:30 PM. The applicant is anticipating a total <br />of 15-20 employees will be at the restaurant during the largest shift. <br />
