Page 1 of 2 <br /> <br />AGENDA ITEM – 1E <br /> <br />MEMORANDUM <br /> <br />DATE: March 15, 2021 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator <br /> <br />FROM: Julie Hanson, City Clerk <br /> <br />SUBJECT: Solicitors, Park Shelter/Pavilion Rentals and Garage Sales Discussion <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> $ $ <br /> <br />For Council Consideration <br /> <br />The Council should consider providing direction to City staff regarding garage sales, door-to- <br />door soliciting, and park shelter and pavilion rentals. <br /> <br />Background/Discussion <br /> <br />Last spring due to the COVID-19 pandemic, the City Council suspended garage sales, soliciting, <br />and all park shelter and pavilion rentals in the city. In late summer/early fall, the City Council <br />revisited its earlier decision and lifted the suspension on garage sales and park shelter rentals, <br />respectively. The suspension of door-to-door soliciting and park pavilion rentals continued for <br />the remainder of the season and continue to be in effect currently. <br /> <br />With spring upon us, staff expects to begin receiving inquiries very soon regarding these <br />functions and is seeking direction from the City Council on the following: <br /> <br />1. Garage sales – these were initially suspended in the spring of 2020 but later that <br />suspension was lifted. Staff is seeking confirmation from the City Council that garage <br />sales continue to be allowed. <br />2. Door-to-door soliciting – this function was suspended in the spring of 2020 and remains <br />suspended. Staff is seeking direction as to whether or not the Council wishes to lift this <br />restriction. It can be noted that neighboring cities of Shoreview, New Brighton, and <br />Roseville are currently allowing door-to-door soliciting.
