Lexington Station Phase 3 Traffic Study February 26, 2021 <br /> Page 6 <br />The following information summarizes the operational and/or queueing issues identified as part of <br />the existing capacity analysis: <br />x Lexington Avenue/Red Fox Road: <br />o Southbound left-turn queues extend beyond turn lane storage and into the Lexington Avenue/ <br />I-694 South Ramp intersection approximately 25 percent of the p.m. peak hour. These queues <br />cause friction over the I-694 bridge, as the left-turn queues restrict the thru volume along <br />Lexington Avenue to one (1) lane. <br />o Eastbound left-turn queues extend beyond the Lexington Station east site access <br />approximately 15 percent of the p.m. peak hour. <br />o Westbound right-turn queues extend beyond turn lane storage approximately 25 percent of <br />the p.m. peak hour. <br />x Lexington Avenue/Target Road <br />o The westbound approach operates at LOS F (53 seconds) with a 95th percentile queue of <br />approximately 200 feet (i.e. eight (8) to ten (10) vehicles) during the p.m. peak hour. <br />Planned Transportation Improvements <br />Ramsey County has programmed a reconstruction <br />project for Lexington Avenue from County <br />Road E to I-694. The reconstruction project <br />includes replacing aging and deteriorating <br />pavement, replacing traffic signals, and improving <br />pedestrian and bicycle facilities. As part of the <br />reconstruction project, Lexington Avenue will be <br />converted from a 5-lane undivided roadway to a 4- <br />lane divided roadway with left- and right-turn lanes. <br />Dual southbound left-turn lanes and an eastbound <br />right-turn lane are planned to be constructed at the Lexington Avenue/Red Fox Road intersection, <br />which are expected to mitigate existing queuing issues at the intersection. In addition, access <br />management strategies will be implemented along the corridor. The Lexington Station access on <br />Lexington Avenue is expected to be closed, and the Arby’s/Big O Tire’s access will be limited to a <br />right-in/right-out. In order to provide access to these existing developments, the Lexington <br />Avenue/Target Road intersection will be reconstructed to provide a west leg. The reconstruction <br />project is expected to be completed by 2023, therefore, for the purpose of this study, the <br />reconstruction project was assumed under year 2023 no build and build conditions. <br />Note that the reconstructed Lexington Avenue/Target Road intersection is being designed for future <br />traffic signal control, however, the timing of this traffic control improvement is unknown at this time. <br />Since the Lexington Avenue/Target Road intersection is the primary access to the development, the <br />roadway network was evaluated with and without traffic signal control at this study intersection.
