The delay shown represents the worst side-street approach delay. <br />(2) Right-in/right-out access. <br />Proposed Development <br />The proposed development, shown in Figure 4, includes construction of a 43,000 square foot grocery <br />store and is located in the northwest quadrant of the Lexington Avenue/Target Road intersection. <br />The development would replace the existing building on-site, which was vacant during data collection <br />efforts. The proposed development is expected to be fully constructed by year 2022. As mentioned <br />previously, Lexington Avenue is expected to be reconstructed independent of the proposed <br />development. As part of the roadway reconstruction project, the existing Lexington <br />Avenue/Lexington Station Access is expected to be closed, and a west leg is expected to be added to <br />the Lexington Avenue/Target Road intersection. Therefore, access to the proposed development will <br />be provided at the newly constructed Lexington Avenue/Target Road intersection, as well as the two <br />existing Red Fox Road/Lexington Station access locations. <br />Year 2023 Build Condition <br />To identify potential impacts associated with the proposed development, traffic forecasts for year <br />2023 conditions (i.e. one-year after opening) were developed. The year 2023 conditions consider <br />general background growth and traffic generated by the proposed development. The following <br />sections provide detail on the proposed development trip generation, intersection capacity analysis, <br />and potential improvements, including traffic signal warrant analysis. <br />Trip Generation <br />To account for traffic impacts associated with the proposed development, trip generation estimates <br />for the weekday a.m. and p.m. peak hours and a daily basis were developed. The trip generation <br />estimates, shown in Table 5, were developed using the ITE Trip Generation Manual, 10th Edition. Note <br />that no pass-by reductions were applied to provide a conservative estimate.
