Page 1 <br /> <br />DATE: April 12, 2021 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Dave Perrault, City Administrator <br /> <br />SUBJECT: Resolution 2021-017 Supporting the City’s Application for CDBG Funding <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br /> Council Should Consider <br /> Motions to approve, table, or deny the following: <br /> <br />• Resolution 2021-017 in support of the City’s application for Community Development Block <br />Grand funds to make site improvements to Arden Manor Park. <br /> <br />All items need a simple majority for action unless otherwise noted. <br /> Discussion <br /> Per the City Administrator, the City’s planning consultant completed an application for this year’s <br />CDBG funding cycle. The below information was provided to the City Council last year and is <br />identical to what was previously approved with the exception of a few minor updates: <br /> <br />Staff has submitted an application for Community Development Block Grant (CDBG) to make <br />improvements at Arden Manor Park. CDBG funds can be used to make investments in areas that <br />meet Department of Housing and Urban Development (HUD) requirements for affordable housing. <br />Most activities funded by the CDBG program are designed to benefit low and moderate-income <br />(LMI) persons. That benefit may take the form of housing, jobs, and services. Additionally, activities <br />may qualify for CDBG assistance if the activity will benefit all the residents of a primarily residential <br />area where at least 51 percent of the residents are low- and moderate-income persons, i.e. area- <br />benefit. The census block where Arden Manor is located meets the area-benefit threshold as the park <br />services the surrounding LMI residents. According to HUD, 61.8 percent of the residents in this area <br />are considered low- and moderate-income persons. <br /> <br />Staff has requested $189,700 in grant funding, in addition to $60,000 from the PIR Fund ($110,000 <br />was originally budgeted for this project), to make the following site improvements and replace <br />existing playground equipment: <br /> <br />1.
