Page 1 of 2 <br /> <br /> <br /> <br />AGENDA ITEM – 1F <br /> <br />MEMORANDUM <br /> <br />DATE: April 19, 2021 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Dave Perrault, City Administrator <br /> <br />SUBJECT: COVID-19 and City Operations Discussion <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> N/A N/A N/A <br /> <br />For Council Consideration <br /> <br />Council may provide further direction on COVID-19 and City Operations. <br /> <br />Background <br /> <br />Since March of last year, the City has been operating under COVID-19 related guidelines, which <br />include limited staff at City Hall, closing City Hall to the public, and altered field operations. <br />Staff is seeking Council’s direction on whether it would like to make any changes to current <br />operations, or keep with the status quo. It should be noted that there is no right answer for how <br />other cities are handling their COVID mitigation measures, some cities never closed while some <br />remain closed like Arden Hills, and many are in the middle. The Personnel Committee did <br />discuss this in late March, and given that Minnesota remains one of the states with higher rates of <br />infection, and the numbers do not appear to be drastically improving, the Personnel Committee is <br />recommending the status quo for ongoing operations. The City’s mitigation measures are below <br />should Council want to discuss any item in more detail. <br /> <br />-City Hall is closed to the general public <br />-Remote Council and committee/commission meetings <br />-Staff at a 50 percent or less staffing level at City Hall <br />-Two split crews for the Public Works Department <br />-One person per vehicle (this limits the number of seasonal Public Works employees we hire) <br /> <br />As mentioned, the Personnel Committee reviewed these items and is not recommending any <br />changes at this time. This may change as the vaccine continues to rollout. <br /> <br />
