13 <br />203267v1 <br />EXHIBIT E <br />TO <br />STORMWATER AND RECREATIONAL FACILITIES <br />OPERATION, MAINTENANCE AND EASEMENT AGREEMENT <br />Engineering standards <br />Stormwater facilities within the City of Arden Hills shall be designed in accordance with the <br />Minnesota Stormwater Manual prepared under the guidance of the Minnesota Pollution Control <br />Agency. The City Engineer shall assist applicants with applying the standards and <br />recommendations from the Minnesota Stormwater Manual during site specific design. <br />Recreation equipment and trail installation plans shall be reviewed and approved by Arden Hills <br />City staff prior to installation. Equipment shall be installed in accordance with manufacturer’s <br />recommendations. Trail shall be installed in accordance with the City’s standard specifications. <br />Annual Inspections <br />The Owner, at its expense, shall be responsible for the inspection and maintenance of trail and <br />recreational stations located on the Property or directly associated with the property improvements <br />(Recreation Facilities) to ensure the facilities function properly. Owner shall inspect the <br />Recreation Facilities at least monthly and submit a written inspection report to the Arden Hills City <br />Engineer for review on March 1 and July 1 each year. Owner shall promptly complete <br />maintenance and repairs to the Recreation Facilities based on findings from the monthly <br />inspections or as directed by the City Engineer. Inspections shall be completed by a qualified <br />person with formal training in recreation and facility management practices. <br />Annual Recreation Facilities inspections shall include, but are not limited to, the following items. <br />1. Recreation Stations: Equipment is in good working order, free of defects, broken <br />components, and deterioration, including paint and surface corrosion, in accordance with <br />manufacturer’s recommendations. <br />2. Safety Elements: Safety related components for recreation stations are functional and free <br />of defects in accordance with manufacturer’s recommendations. <br />3. Trails: Pavement condition is inspected to identify and address deterioration, cracks, <br />settlement, potholes, debris, and trip hazards. <br />4. Vegetation: Mowing around equipment and a 5-foot wide clear zone along trails is <br />completed a minimum of once every two weeks. All areas of bare soil and erosive gullies <br />are repaired and stabilized. All noxious weeds are treated and/or removed from the turf <br />area. <br />5. Debris: All trash, litter and debris is removed from within or adjacent to the Recreation <br />Facilities. <br />The Owner, at its expense, shall be responsible for the inspection and maintenance of stormwater <br />drainage and management facilities (Drainage Facilities) located on the Property or directly <br />associated with the property improvements to ensure Facilities function properly. <br />Owner shall inspect the Drainage Facilities at least annually and submit a written inspection report <br />to the Arden Hills City Engineer for review. Owner shall promptly complete maintenance and <br />repairs to the Drainage Facilities based on finding from the annual inspection or as directed by the <br />City Engineer.
