<br />City of Arden Hills <br />City Council Work Session for May 17, 2021 <br />P:\Planning\Planning Cases\2018\PC 18-014 - Mounds View School District - 1900 & 1901 Lake Valentine <br />Road\CC Packet _(05-17-21)_18-014 <br />Page 2 of 3 <br />traffic accessing the east parking lot entrance and for the eastbound traffic accessing the drop- <br />off/pick-up lot. <br /> <br />Proposal <br /> <br />The School District has been working with the State on the property purchase, the State has <br />indicated they are at another year out in considering the sale of this land. In light of that, the School <br />District would like to discuss a revised layout for the Lake Valentine Road improvements. The <br />revised design is shown in Attachment A. <br /> <br />The current timing, for either the approved or revised alignment, does not allow the School District <br />to complete this construction in 2021. The applicant is also requesting the Council consider <br />extending this deadline to 2022. <br /> <br />Additional Issues <br /> <br />City Councilmembers recently mentioned some concerns they have received from area residents. <br />These include: <br /> <br />• In the morning MVHS staff is on Lake Valentine controlling traffic irrespective of the <br />signal. For example, the signal could be green for traffic but a MVHS person is out there <br />stopping cars and allowing students to continuously cross until there are no more students <br />waiting to cross. <br />• We have been told at the end of the day a staff member stops traffic and lets all the buses <br />leave at once, which can also impede traffic. <br />• Timing of school speed zone signs <br /> <br />The applicant has been made aware these issues, and will be prepared to discuss them with the <br />Council. <br /> <br />Approvals required <br /> <br />The proposed land use application would require the following approvals: <br /> <br />• An Amendment to the Planned Unit Development (PUD) <br />• An Amendment to the Development Agreement <br /> <br />Council Discussion Items <br /> <br />The following are some items the Council may want to discuss. <br /> <br />1. Revised road alignment <br />2. Extension of timing to build improvements <br />3. Area resident concerns about signal operation <br />4. Timing of installation of school speed zone
