<br />H:\ANJOA_PR\T42121665\1_Corres\C_To Others\2021.05.12 Site Observations\2021.05.12_MVHS Site Observations.docx <br /> <br />May 12, 2021 <br />Paul Aplikowski <br /> <br />RE: Pedestrian Crossing and Site Operations <br /> Moundsview High School <br />Arden Hills, MN <br /> <br />Dear Mr. Aplikowski, <br /> <br />Site observations were conducted at Moundsview High School in Arden Hills, Minnesota, on 5/11 from <br />2:35-3:30 PM and 5/12 from 8:10-8:40 AM on what were perceived as typical school days. Observations <br />of the operations of the pedestrian crossing signal and the interactions between the signal on Lake <br />Valentine Road, the student parking lot, and pick-up/drop-off area were made. During the AM and PM <br />peak periods, the pedestrian signal appeared to be operating as designed, providing safe crossing for <br />students. The crossing time provided to pedestrians appeared to be appropriate and was not detrimental to <br />Lake Valentine Road traffic. The signal was activated by pedestrians at least 15 times during each peak, <br />and nearly all pedestrians complied with the signal. All vehicles complied with the signal. <br /> <br />We were able to speak with the School Resource Officer with the Ramsey County Sheriff, he indicated <br />that he and school staff are very pleased with the new signal and have not heard of or seen any issues with <br />its operations. A County Sheriff squad car is typically parked near the crossing to observe traffic, but the <br />officers have not had to direct traffic and pedestrians since the installation of the signal. Additionally, no <br />school staff were observed guiding pedestrians, vehicles, or school buses on Lake Valentine Road during <br />the site observations. <br /> <br />The pick-up and drop-off site was observed to operate relatively well.
