At a minimum, the safety, engineering, and traffic analysis must consider <br />national urban speed limit guidance and studies, local traffic crashes, and methods to effectively <br />communicate the change to the public.” <br /> <br />Discussion <br /> <br />Since the changes in the law, Minneapolis, St. Paul have developed programs and reduced speed <br />limits based on their new authority. A review of the surrounding cities found that most have at <br />least reviewed the new authority, many have had discussions at various levels and, to date, only <br />St. Anthony Village has acted to reduce speed limits on City streets to 25 mph.
