A concept review is considered advisory and is <br />nonbinding to the City and Applicant (Section 1320.14, Subd 4 of the Zoning Code). A formal <br />application will be subject to the full review process, including a public hearing with Planning <br />Commission and City Council review. The Applicant is seeking feedback from the City Council <br />on the concept plan. <br /> <br />Background <br /> <br />A Mater Plan PUD for Arden Plaza was approved in 2009. The original plan included 4 new <br />buildings. Subsequent amendment reduced the number of new buildings to 3: Walgreens, the <br />Tavern Grill, and a future building on Lot 2. In 2016, the City Council approved an amendment to <br />the PUD to allow a neighborhood medical clinic on Lot 2, but the clinic chose not to build on the <br />site. <br /> <br />U+B Architecture and Design, Inc., on behalf of Lifelong Wealth Advisors (“Applicant”) has <br />submitted an application for Concept Plan Review, proposing to develop the 27,853 square foot <br />vacant parcel located at 1150 County Road E. The applicant is proposing to develop the site with <br />a new single story 5,600 square foot building with private offices, conference rooms, and a break <br />room. The property is currently zoned B-2 (General Business District), which permits financial <br />institutions & services as well as offices. The facility will operate under standard 9 to 5 business <br />hours. The applicant is anticipating a total of 12 full-time employees at the site.
