consumption from that quarter was high and staff went through all the standard questions with her
but it could not be determined what caused the high usage/readings. By October, her readings were
back to more normal usage amounts.

She asked that the meter be checked to see if it was faulty. Public Works went out and put in a new
meter on October 27, 2020. The old meter went in for testing and the results indicate a deviation
of less than 1 percent over the range of residential flow rates, which means it is okay.

Consumption history by quarter for this property was as follows:

Year Q1 Q2 Q3 Q4 TOTAL
2015 Gallons 14,462 26,183 40,387 13,022 94,054
2016 Gallons 14,030 21,122 19,403 15,609 70,164
2017 Gallons 15,642 14,938 14,386 16,411 61,377
2018 Gallons 15,879 16,276 20,185 14,691 67,031
2019 Gallons 14,772 29,030 26,154 16,727 86,683
Average 2015-2019 14,957 21,510 24,103 15,292 75,862

Consumption for 2020 by quarter was as follows:

Year Q1 Q2 Q3 Q4 TOTAL
2020 Gallons 11,833 23,492 116,642 14,108 166,075
Amount $40.89 $90.44 $754.11 $50.56

In looking at the detail from read center, it appears that beginning in mid July the property started
having 4 hour stretches with usage over 200 gallons per hour. By August, there were sometimes
12 hour stretches with usage over 200 gallons per hour. These high usage amounts started dropping
off during the beginning of September.

No leak or tamper flags were noted on this meter.

Budget Impact
Estimated cost to repair our old collector is $1,300. Estimated initial cost to upgrade Read Center
is $3,000. Staff is moving forward with both items which will be funded from the Water Utility
Fund.

Staff is seeking direction on the utility bill disputes. If Council opts to reduce any part of a utility
bill, the Water and Sewer Utility Funds would bear the cost.

Attachments
Attachment A: Ancom Report and Recommendations
Attachment B: Map designating no reads due to interference
