AGENDA ITEM – 1G

MEMORANDUM
DATE: May 17, 2021 TO: Honorable Mayor and City Councilmembers FROM: Dave Perrault, City Administrator SUBJECT: Highway 51 and Speed Feedback Sign

Budgeted Amount: Actual Amount: Funding Source:
N/A $5,000 Capital Equipment Fund
For Council Consideration Council may provide direction on moving forward with a Speed Feedback Sign on Highway 51. Background MnDOT has been making changes to Highway 51 in Arden Hills, one notable change has been
the closure of left hand turns from Glenhill Road onto northbound Highway 51. The City
Council sent a letter to MnDOT regarding the changes last year (see Attachment A), and
residents of the Glenhill Road area have been in contact with MnDOT and their concerns with
the changes.

One of the ongoing concerns of the Council and the residents is the excessive speed traveled
along Highway 51. While the State Patrol has been notified of our concerns, they have limited
staffing and resources and cannot constantly patrol this section of road. One item that has been
brought forward by the neighborhood is the installation of a Speed Feedback Sign along
Highway 51 north of Glenhill Road. MnDOT has indicated in preliminary discussions they
would support such a sign, however, it would be at the cost of the City and the City would need
to apply for a permit. The preliminary estimate would place the cost of the sign at roughly
$5,000, including installation costs. Council should discuss and provide Staff with direction on
whether or not to move forward. Budget Impact The preliminary cost of the sign, $5,000, is not in the City’s budget but would not significantly
affect the budget adversely. This sign will be owned and maintained by the City, we do not have
an estimate of what those costs would be long-term. Attachment Attachment A: October 7, 2021 Letter to MnDOT
