Page 1 of 2 <br /> <br />AGENDA ITEM – 1H <br /> <br />MEMORANDUM <br /> <br />DATE: May 17, 2021 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator <br /> <br />FROM: David Swearingen, Interim Public Works Director <br /> <br />SUBJECT: Propose Changes to the Regional Bicycle Transportation Network (RBTN) <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> $N/A $N/A N/A <br /> <br />Council Should Consider <br /> <br />Council should consider a letter of support for the proposed Regional Bicycle Transportation <br />Network (RBTN) alignment shift. <br /> <br />Background <br /> <br />The City of Roseville has contacted Arden Hills staff with the proposed change in alignment for <br />the RBTN. Attachment A is the existing RBTN map and Attachment B is the proposed revision. <br />The pink areas shown on the maps indicate the zone in which funding will be considered. The <br />revision allows more options to the RTBN and would give additional funding options to <br />construct a trail on Snelling between Lydia and Old Snelling. <br /> <br />The letter of support would allow the met council to shift the alignment of the RBTN. Shifting <br />the alignment does not lock any city in to building a pathway now or at any time but just gives <br />additional options. Roseville believes by changing the alignment they have a better chance of <br />completing a trail connection along Snelling sooner which will benefit residents in both <br />communities especially in the Asbury/Glenhill neighborhood. <br /> <br />If the alignment is shifted, additional sources of funding become available using met council <br />funds since this would be in a RBTN corridor. Additionally, MnDOT indicated Local <br />Partnership Program Funds could possibly be used to partially fund a trail. Matching city funds <br />from both cities would likely be needed for any program. <br /> <br />
