We understand the city wants to rehabilitate the pavement at the lowest reasonable cost and make cost-effective
pedestrian improvements along the way, and we've integrated that understanding into our priorities for this project. By
partnering with Bolton & Menk, you can expect:
Technical Leadership - The Snelling Avenue North Street and Utility Improvements project requires a range of
services, and from topographic survey through construction, the city needs a consultant with the experience and expertise
to manage them all. Bolton & Menk has successfully completed dozens of street and utility projects in the metro area in the
last five years. We are experts in resident outreach, stakeholder consensus building, and execution through the construction
process. You can trust that when you put this project in our hands, miscommunication and costly mistakes will not happen.
Experience That Matters – Bolton & Menk understands the need for coordination with the State Aid Office and
Rice Creek Watershed District (RCWD) to clearly define project design constraints. Our team can clearly communicate
constraints to the project stakeholders. We have the right experience to deliver on a project design that ‘threads the needle’
between these dynamics. Our project team has experience delivering similar projects with state aid rules, contaminated
soils, low-cost pavement rehabilitation, and multiple utility construction methods. At the end of the day, we have the
experience to deliver for Arden Hills.
Starting Off On the Right Foot – Our proposed scope of work includes significant additional efforts to get this
project started off correctly, making sure no stone goes unturned relative to what is possible in this corridor regarding
application of state aid rules and associated statutes. Our proposed fee is commensurate with our proposed scope of work,
meaning we do not intend to ‘nickel and dime’ the city for exploring and accomplishing the underlying goals. We have
reviewed not just the RFP, but have developed a thorough understanding of the full feasibility process, and our proposal
reflects what this project needs to get started on the right foot.
In continued service to the City of Arden Hills, picking up from the successful delivery of the 2021 Pavement Management
Plan, we are excited at the opportunity to complete this project. I will personally serve as your lead client contact and
project manager. Please contact me at 612-221-6946 or Michael.Waltman@bolton-menk.com if you have any questions
regarding our proposal.
Respectfully submitted,
Bolton & Menk, Inc.
Mike Waltman, PE
Project Manager
