Snelling Avenue North Street and Utility Improvements | City of Arden Hills <br />6Project Understanding and Approach <br />• The corridor is bordered by rural ditch sections <br />and delineated wetlands in some areas. The <br />feasibility report calls attention to the wooded nature <br />of the corridor and desire to protect adjacent trees. <br />We understand it is intended to minimize, if not avoid, <br />impacts outside the existing roadway corridor as both <br />a cost savings and functional measure to successfully <br />deliver this project. <br />• MSA rules—or rather, state statutes—will <br />govern much of the roadway design. Based <br />on our team’s routine experience working with the <br />MSA Metro Office, we understand the definitions <br />and associated constraints of a rehabilitation project <br />versus a reconstruction project. We are prepared to <br />offer cost-effective solutions within these constraints. <br />Perhaps equally important, we are prepared to articulate <br />to the public and all project stakeholders the external <br />constraints and how the city can work within them <br />toward a reasonable solution. Our proposed approach <br />to meeting MSA standards is reviewed in detail in the <br />Project Coordination section of our Approach to Scope of <br />Services. <br />• Rice Creek Watershed District (RCWD) rules <br />will require consideration on the project, though <br />based on the rehabilitation, we understand these rules <br />will have less influence on the project design than other <br />considerations identified herein. <br />In addition to reviewing the project documentation, we <br />have visited the site and given consideration to the roadway <br />reclamation process, the existing curbing and pavement <br />condition at the north end of the project area as it relates <br />to the potential roundabout, watermain improvements and <br />potential additional hydrant replacements based on age and <br />opportunity created here, temporary water and trenchless <br />watermain considerations, and drainage improvements/ <br />wetland delineation needs. <br />We understand communication is critical in all aspects of the <br />project. We will follow the city’s public involvement process <br />and work closely with city staff throughout all project phases <br />to keep you informed and educated on the design taking <br />place. We will provide requested updates to the city council <br />and work with residents from preliminary design through <br />construction to help assist with their questions and specific <br />needs. <br />We also understand the city’s desire to minimize consultant <br />amendments, and as such, we invested significant due <br />diligence in preparation of this proposal in hopes of flushing <br />out potential changes before they ever occur. It is never <br />our goal to encumber additional services on a project. Our <br />project team strives to achieve a successful but unsurprising <br />project delivery process. <br />Approach to Scope of Services <br />For the City of Arden Hills to successfully satisfy the project <br />stakeholders, it will need an engineering consultant that has <br />sound technical expertise coupled with a communication <br />style and deliverables that can be easily interpreted by <br />the public. Any uncertainty expressed by the consultant <br />or inability to support recommendations ‘on the fly’ at <br />neighborhood meetings or the assessment hearing could <br />generate unwanted turmoil. <br />With those thoughts in mind, the proposed Bolton & Menk <br />team was specifically selected to support the City of Arden <br />Hills and provide sound technical expertise for the tasks <br />at hand. Our team will focus on deliverables, exceptional <br />leadership in public and stakeholder involvement, and <br />superior project management. The detailed work plan on the <br />following pages is outlined by tasks addressing all elements <br />of the RFP. <br />Bolton & Menk listened closely to the ideas and intent behind council <br />direction provided to city staff at the April 26, 2021, city council <br />meeting. We understand it is the city's intent to reclaim the roadway <br />corridor and explore with the selected engineering consultant and <br />MSA staff the desired corridor solution with pedestrian safety and <br />public input in mind. <br />First and foremost on this project, Bolton & Menk will schedule <br />and conduct a meeting with the Metro State Aid Office to discuss <br />the proposed roadway layout.
