Feasibility Report TKDA Project No. 18196.000 <br />City of Arden Hills Page 10 <br /> <br />Resident Input: <br /> <br />On May 7, 2021, an informational letter including a questionnaire was sent to the 40 property <br />owners adjacent to the Arden Oaks project to inform them of upcoming street improvements and <br />give basic project information. The questionnaires asked about several questions including <br />drainage and erosion issues, pet fences and other private utilities, traffic and pedestrian issues, <br />and other resident concerns. <br /> <br />Twenty-eight (28) of the Arden Oaks neighborhood questionnaires were returned, for a 70.0% <br />return rate. <br /> <br />The letters, questionnaires, and responses are shown in Exhibit 2. Primary concerns from the <br />questionnaire were localized drainage issues, truck turnarounds, through traffic during congested <br />times, and pedestrian safety while crossing Snelling Ave and County Road E. <br /> <br />Several residents requested cross walks to be installed across the Ramsey County collector roads <br />(Snelling Avenue and County Road E) in efforts to make crossing safer and easier. Any crosswalks <br />proposed must follow the Ramsey County procedures and evaluation for consideration. Funding <br />for these improvements would also be a County expenditure. This report recommends the <br />assessment of pedestrian improvements, in coordination with Ramsey County, at the intersections <br />of Arden Oaks Drive and Snelling Avenue and Arden Oaks Drive and County Road E. There are <br />currently no pedestrian ramps on either side of the street and no sidewalks on Arden Oaks Drive. <br />Americans with Disabilities Act (ADA) would require the installation of pedestrian ramps on both <br />sides of the intersections. Additionally, pedestrian safety and ease of crossing would benefit from <br />a flashing beacon sign. <br /> <br />An additional issue noted by residents in the questionnaire was semi-truck traffic turning around <br />within the neighborhood, specifically the cul-de-sac off Snelling Avenue. The neighborhood streets <br />are not designed for, or expected to have, any amount of truck traffic. The cul-de-sac could be <br />reduced in size to discourage this activity; however, this would lengthen residential driveways and <br />bring them closer to one another. Another solution may be to add a center island in the cul-de-sac <br />containing a rain garden to discourage turnaround tr affic. This issue could be reviewed as a part of <br />the final considerations and design process. <br /> <br />A power point presentation will be prepared with audio to be placed on the City’s website. This <br />power point will provide information from the feasibility study and offer contact information for <br />questions. This power point will help prepare the public for the upcoming public hearing. A link to <br />the website will be sent with the notice for the public hearing. <br /> <br />Project Funding: <br /> <br />Estimated costs: The following costs were prepared for both full depth reclamation (option 1) and <br />a mill and overlay (option 2). Engineer’s Estimates (Exhibit 4) were prepared for both options and <br />are subject to change depending on the final design of the project, required easements and/or right <br />of way, soil conditions, bids received, and actual work performed. Both cost estimates include <br />indirect cost for City administration, design engineering, construction engineering, legal support, <br />fiscal support, interest during construction, assessment roll preparation and contingencies <br />encountered during design and construction.
