Based on the population served by the City, the RRA needed to be
completed and certification submitted to U.S. EPA by June 30, 2021. Subsequent to the RRA, an
Emergency Response Plan (ERP) needs to be completed within 6 months of the RRA, but no
later than December 30, 2021.

In the original PSA, it was outlined that following completion of the RRA, HR Green will work
with the City to create a new agreement to complete the ERP work given that the scope and
schedule is determined by what was learned during the course of completing the RRA. Staff
recommends approving the amendment to continue this process with HR Green.

Budget Impact

The additional amount for the Emergency Response Plan is $10,900. The total fee for the
amended scope of work outlined in the proposal is $25,700. The operating budget for the water
utility did not specifically include funding to address this regulatory mandate. However, the
water utility fund has sufficient fund balance to cover the expense for completing the risk and
resilience assessment.

Attachments

Attachment B: HR Green Letter
Attachment A: PSA Amendment
