Feasibility Report TKDA Project No. 18196.000 <br />City of Arden Hills Page 6 <br /> <br />Arden Oaks Existing Conditions: <br /> <br />Streets Conditions: The majority of <br />properties located within the Arden Oaks <br />residential neighborhood were platted in <br />the mid to late 1980s. According to the <br />City’s CIP and city records, the last major <br />maintenance task was a mill and overlay <br />in 1996. Since then it appears the street <br />section has been treated with chip seals, <br />crack seals, hot patching, and partial <br />overlays several times in the years since. <br />The most recent maintenance appears to <br />be a street overlay in select areas coating <br />the outside edges of the roadway with a 1” <br />to 1.5” lift of bituminous. According to the <br />CIP, the Arden Oaks neighborhood is <br />scheduled for major maintenance in 2022. <br /> <br />Many factors have accounted for roadway <br />deterioration including the following: <br />x Time and weather (freeze/thaw cycle) <br />x Underlying soil conditions <br />x Traffic volumes <br />x Roadway pavement section <br />x Heavy vehicle loading <br />x Surface and subsurface water drainage <br /> <br />The City completes pavement ratings for <br />local streets and has noted the ratings <br />for the streets in this neighborhood were <br />in the low 30s out of a 100-scale rating. <br />During the field inspection of the <br />neighborhood, many roadway <br />deficiencies were noted including large <br />frost cracks (through both curb and <br />street sections), fatigue cracks, pot <br />holes, and minor drainage issues. The <br />rideability is also very poor. It was also <br />noted many defects have been patched <br />or filled recently. Additionally, it has been <br />observed seasonal ground water is <br />discharged from sump pumps or is <br />seeping from the ground behind the curb. Although the geotechnical report did not explicitly note <br />high ground water in the area, there are signs of it from field observations. <br /> <br />The geotechnical report completed by WSB found that the pavement section in the Arden Oaks <br />neighborhood ranged from 5 to 6-1/2 inches in depth. Additionally, suitable aggregate base material <br />was found over the entire area of the Arden Oaks neighborhood ranging in depth from 5 to 13 <br />inches. Underlain soils were typically sandy lean clay with gravel. The geotechnical report is located <br />in the appendix in Exhibit 7; additionally the typical cross sections for the Arden Oaks neighborhood <br />can be found under Exhibit 3. <br /> <br />Figure 1.
