Traffic Study <br />Lexington Avenue Reconstruction <br /> <br /> <br />Alliant No. 118-0186.0 1 <br />April 18, 2019 <br />1.0 Introduction <br />Ramsey County, in cooperation with the City of Arden Hills and the City of Shoreview, has <br />programmed a year 2020 reconstruction of Lexington Avenue (County State Aid Highway 51) <br />between I-694 and County Road E (CR E). Key aspects of the project include pavement <br />rehabilitation, providing geometric improvements that accommodate pedestrians/bicyclists/transit <br />users, traffic signal upgrades/geometric improvements at the Red Fox Road and Grey Fox Road <br />intersections, and a proposed traffic signal at the Target South intersection (see Figure 1: <br />Project Location). Ramsey County has identified the need to conduct a traffic study along the <br />Lexington Avenue corridor to determine the most appropriate forms of access, lane geometrics, <br />and traffic signal improvements. <br />1.1 Purpose and Need <br />The purpose of this traffic study is to determine the future vision for the Lexington Avenue study <br />corridor in terms of access, lane geometrics, and traffic signal improvements. Understanding the <br />nature of any corridor safety problems and the need to address potential future traffic operations <br />deficiencies, Ramsey County desires improvement solutions that accomplish the following goals: <br />x Improve or maintain the intersection level of service into the future <br />x Reduce the frequency of severe crashes; and <br />x Provide access management recommendations to improve overall traffic flow <br />To support Ramsey County in identifying the appropriate improvements that meet the above stated <br />goals, this traffic study accomplishes the following: <br />x Documents the existing geometric, traffic operations, and safety characteristics <br />x Documents design year 2020 and horizon year 2040 traffic forecasts based upon study area <br />historical traffic volumes and expected population growth <br />x Develops and evaluates high-level conceptual alternatives that will improve intersection <br />safety characteristics to a varying degree <br />x Conducts a traffic operations and safety analysis of each alternative <br />x Identifies a preferred alternative <br />1.2 Description of Location <br />The subject of this study is the Lexington Avenue corridor between I-694 and CR E, and in <br />particular, the intersections with Red Fox Road, Target South, and Grey Fox Road. The study area <br />is composed primarily of retail and service related land uses with access to a small residential <br />neighborhood (approximately 50 houses) via Grey Fox Road. <br />
