Page 2 of 3 <br /> <br />At the improvement hearing, interested persons may voice their opinion regarding the proposed <br />project improvements and whether or not they are in the proposed assessment area. A reasonable <br />estimate of the total amount to be assessed and the description of the methodology used to calculate <br />individual assessments for affected parcels is contained within the feasibility report, a copy of which <br />is available for review on the City’s website. <br /> <br />Pursuant to Minnesota Statutes, Chapter 429, notices of the public hearing were published in the <br />Pioneer Press on August 4, 2021 and August 11, 2021. A notice was also mailed to each property <br />within the draft assessment roll area on August 4, 2021. <br /> <br />Prior to opening the hearing, the City’s engineering consultant TKDA, will present general <br />information regarding the scope of the proposed improvements, the overall cost and funding for the <br />project, and assessments that apply for this project. The proposed improvements are generally <br />summarized below and described in greater detail within the feasibility study report provided in <br />Attachment B. <br /> <br />Street Improvements: <br />The following streets are proposed for improvements: <br />• Arden Oaks Drive between (between Snelling Avenue North and County Road E West) <br />• Arden Oaks Court (from Arden Oaks Drive to the end of the Cul-de-sac) <br /> <br />Considering the existing condition, deterioration factors, and geotechnical investigation, a full depth <br />pavement reclamation is proposed for the streets. Full depth reclamation will provide a new structural <br />aggregate base and disrupt the existing frost heaving that has breached the existing aggregate base and <br />bituminous surface. This improvement will provide a new paving surface that should last 30 to 40 <br />years (with future maintenance and mill and overlay improvements). <br /> <br />Curb and Gutter: <br />Existing curb and gutter will remain in place except for curb that is damaged, settled, or not draining <br />properly. The existing curb will be inspected and marked for removal prior to construction. It is <br />typical to see between 20% to 30% curb replacement for residential roadways of this age due to <br />settlement or cracking. <br /> <br />Utilities: <br />It is recommended that all the manhole and catch basin rings be replaced as a part of the pavement <br />rehabilitation project. It is typical to reset all manhole and catch basin grades to match the new grades <br />of the roadway to improve drivability and drainage. In addition to the adjustment rings, outdated and <br />damaged manhole and catch basin casting assemblies will be replaced with modern castings. Storm <br />sewer manholes and catch basins and sanitary manholes will be adjusted with all new concrete rings. <br />Sanitary sewer manholes will be recast with all new concrete rings and infiltration prevention products <br />to limit inflow and infiltration into the sanitary system. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
