Page 1 of 2 <br /> <br />CONSENT ITEM – 6E <br /> <br />MEMORANDUM <br /> <br />DATE: October 11, 2021 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator <br /> <br />FROM: Jessica Jagoe, Senior Planner <br /> <br />SUBJECT: Planning Case #21-017 – Mounds View Public Schools Planned Unit <br />Development Amendment <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> N/A N/A N/A <br /> <br />Council Should Consider <br /> <br />Motions to approve, table, or deny the following: <br /> <br />• Amended Planned Unit Development Agreement with Mounds View Public Schools for <br />Mounds View High School, based on the City Council approval Planning Case 21-017 on <br />August 23, 2021. <br /> <br />This items requires a simple majority. <br /> <br />Background <br /> <br />On August 23, 2021, the City Council approved a Planned Unit Development Amendment for <br />Mounds View Public Schools at 1900 Lake Valentine Road. Planning Case 18-014 for a Planned <br />Unit Development was approved on May 22, 2019 and subsequently amended on April 27, 2020, <br />with Mounds View Public Schools for Mounds View High School. The amendment in April 2020 <br />added 14 additional conditions to the existing Planned Unit Development to address existing traffic <br />and pedestrian safety issues. The Applicant originally proposed two separate phases of traffic and <br />pedestrian safety improvements for Lake Valentine Road. Phase 1 safety improvements were <br />completed. Phase 2 traffic and pedestrian safety improvements were scheduled for construction <br />in 2021 in order to allow the School District to acquire additional property from the State of <br />Minnesota. <br /> <br />The Applicant has been working with the State of Minnesota for nearly two years on purchasing <br />property, but has been unsuccessful in obtaining an easement or acquisition of land.
